Election Integrity Project, Inc. (EIP)

EIP is a nonpartisan group of U.S. citizen volunteers seeking to fulfill our duty to actively participate in the governing of our state/country by helping to ensure the integrity of the voting process that protects our freedoms and way of life. EIP volunteers seek to protect our Republic, a government of, by, and for the people by maintaining an active role in that part of government which empowers citizens with our most fundamental right ~ the right to choose our representatives by vote.

The Election Integrity Project, Inc., was originally filed as a for-profit corporation due to the political atmosphere at the time. In 2017 we founded Election Integrity Project California, Inc. (EIPCa), a 501(c)(3) non-profit public benefit organization, to continue the work of EIP.

OVERVIEW

The Election Integrity Project, Inc. (EIP) was formed in December 2010. Since March 2011, EIP has been authorized by the California Secretary of State to transact intrastate business in the State of California according to its laws.

The goal of EIP is to enable citizens to become active participants in the entire election process, from overseeing the integrity of the voter rolls, to ensuring that each lawfully cast vote is counted and counted fairly, and that all processes are in compliance with federal, state and local laws, statutes and regulations.

Background

The need for EIP, a grassroots organization, became apparent after citizens observed the November 2010 midterm elections in California and experienced the electoral process first hand. EIP was established with guidance from True the Vote of Texas to specifically address election procedures that are destroying the integrity of elections.

Since that time, by observation, research and data analysis, EIP has discovered corruption in the election process implementation, on both the federal and state levels, exemplified by error, inadequate poll worker training, questionable county election policies and procedures, failure-prone voting machines which open doors to potential vote outcome inaccuracies and even election fraud.

The Election Integrity Project provides an important opportunity for citizens to get involved in protecting and preserving fair and honest elections. EIP is headquartered in Santa Clarita, California.

Our work includes:

    1. Researching county voter rolls to find duplicate registrations, names of deceased still on the voter rolls, and voters registered in more than one county.
    2. Insuring the integrity of our elections through training volunteer poll workers, poll observers, and ballot processing observers to determine whether the CA election codes are being followed.
    3. Sending Position Papers to the Legislative Committees and members of the Legislature to oppose legislation that continues to "open the door to fraud" or support legislation that protects the integrity of our election process.

EIP's History

In 2011 EIP developed and implemented an ambitious recruiting plan while creating a strong corporate infrastructure. EIP studied the extensive California Elections Code and the federal election laws that govern elections in preparation to train citizens to observe the polls and document what procedures are being used in the polls. This effort, the first to be undertaken in the state of California, established a baseline of how California counties are implementing the procedures as required by the election codes. In 2012, as a result of our recruiting efforts and research in 2010 and 2011, thousands of citizens volunteered to be trained by EIP to observe and document what is taking place in our polling locations. EIP trained and deployed approximately 2,100 volunteers in 21 counties (representing over 75% of the population of California) for the November 2012 Presidential Election. Of special concern:

    1. California is not in compliance with the federal Help America Vote Act of 2002 (HAVA) which requires each state to have a top-down statewide voter registration database. Due to a memorandum of agreement with the DOJ, California has been functioning with a bottom-up system that makes it impossible for counties to do cross-county research of their databases.
    2. California's election codes have only one law that helps prevent voter impersonation at the polls, the check-in procedure. This law was continually and egregiously violated by election officers who refused to follow the law stating 'they were not trained in this law.' Instead of following the law, election officials accept any document with a name and address (pieces of paper, 3x5 cards, sample ballots, etc.). This information can be taken from the street index hanging outside the doors at each polling location.

Examples of our research and findings include:

  • In the November, 2012 election, EIP deployed more than 2100 trained poll observers in more than 600 precincts throughout 21 counties in California CA and recorded over 1,700 instances of irregularities.
  • In the November 2012 election, Californians cast 1,065,156 provisional ballots, amounting to 40% of the entire nation's provisional votes cast-unbelievable.
  • EIP submitted a list of 60,000 voter irregularities to the LA County Registrar. That is twice the rate of suspected illegitimate registrations of other counties.

As a result of the findings in this report, EIP resolved to:

  • Work with County Election Officials and the Secretary of State to require significantly improved poll worker training and an improvement of voting equipment.
  • Report findings to California and federal election attorneys for legal action evaluation.
  • Aid in the development of a proposed 2014 CA Voter ID initiative.
  • Educate the 2014 Secretary of State candidates to help them understand the issues negatively impacting our elections and effect needed change.
  • Educate citizens about their right to a fair and honest election and motivate voters to join the effort to ensure integrity in the election process.

By the end of 2013 the efforts of the EIP Board, citizen observers, and EIP Programmers and Analysts who processed queries against the voter rolls, culminated in a Preliminary Report reflecting:

  • Voter check-in violations
  • Ballot management and voter registration issues
  • Poll worker training and poll worker qualification issues
  • Polling place management and voting equipment issues
  • Voter privacy issues
  • Voter assistance and disabled voter issues
  • Electioneering at the polls

Systemic Loss of Integrity in CA Elections

In 2014, EIP trained 1,700 citizen volunteers to observe and document the election process in polling locations in counties across California. In addition volunteers observed and documented the Vote-by-Mail and Provisional ballot process at County Clerk/Registrar of Voters offices. EIP supplemented the training of several hundred citizens who worked as County Poll Workers, Inspectors, and Coordinators across the state. Though some counties did an excellent job, EIP Incident Reports revealed that chaos in the polls was documented across the state.

It became clear that ongoing noncompliance with federal 2002 Help America Vote Act in voter database list maintenance, the processing of provisional ballots, and the training of election officials has resulted in a systemic breakdown of integrity in California's election process and resulted in the disenfranchisement of all citizens.

U.S. Commission on Civil Rights

In 2015 the California Advisory Committee to the US Commission on Civil Rights reviewed the research of the Election Integrity Project and determined that a public hearing was warranted. On August 28, 2015 EIP provided extensive documentation of the issues taking place in California voter registration databases and polling locations across the state. Citizens traveled to the hearing from counties across the state and testified about their observations and the lack of confidence citizens have in the CA election process. The effectiveness of EIP and citizen testimony was evident as the documentation showed the Advisory Committee that California citizens are being disenfranchised due to chaos and corruption of the election process and those willing to manipulate the broken system.
